The police are waiting for "foreign looking" passengers to get off the train to round up and put on a bus and sent to an undisclosed location.
This is Operation Xenios Zeus, this is the Greece of the 4 political parties that are in government (I include Golden Dawn as they are clearly setting the agenda for this government.) they have arrested 6,000 and the vast majority are found to be legally in Greece (like that should matter.) The only grounds they are stopping people is the colour of their skin.
